Tshwane election results: DA 74, ActionSA 47, ANC 43 in hung council
With 99% counted, the DA is projected to win 74 of Tshwane's 214 seats, ActionSA 47 and the ANC 43, leaving the capital hung and 108 seats needed to govern.

With 99% of voting districts counted, the DA is on course for 74 of Tshwane's 214 council seats, ahead of ActionSA on 47 and the ANC on 43. That leaves the capital with a hung council: no party is close to the 108 seats needed to govern alone (Rateweb, from IEC data at 08:51 on 7 November 2026).
The seat numbers are a projection from the votes counted so far. The IEC only allocates the proportional representation (PR) seats, half the council, once the count reaches 100%, and all results are provisional until the IEC declares them (Rateweb, IEC results dashboard).

Source: Rateweb, from IEC data. The one-seat parties are Rise Mzansi, SPPSA, AIC, ACDP, Afrika Mayibuye Movement, ATM, BOSA, SDP, UAT, UPPA and PAC. The share column combines ward and PR ballots, which is the total the law uses to share out seats.
Why does the ANC have the most wards but the fewest seats of the top three?
The ANC is ahead in more wards than anyone else, but its overall vote share is the lowest of the big three. PR seats top each party up to its total share of the vote, so the DA's bigger share earns it far more PR seats (Rateweb, Rekord). Tshwane has 107 ward councillors and 107 PR councillors (Rekord). We explain the formula in how council seats are calculated.
How big is the change from 2021?
After the 2021 election the ANC was the largest party in Tshwane with 75 seats (Mandate SA). This time it is projected to finish third. ActionSA, which won no Gauteng wards in 2021, has taken wards in Atteridgeville, Ga-Rankuwa, Mabopane and Hammanskraal (Daily Maverick). In our early count report ActionSA was briefly ahead; the DA pulled clear as suburban districts came in.
Which coalitions add up to 108 seats?
| Possible deal | Projected seats | Enough for 108? |
|---|---|---|
| DA + ActionSA | 121 | Yes |
| DA + ANC | 117 | Yes |
| ActionSA + ANC + EFF + MK + SACP | 110 | Yes, just |
| DA + VF Plus | 91 | No |
| ActionSA + ANC | 90 | No |
Our sums use the projected seats above (Rateweb). Smaller parties could change these totals by a few seats either way.
What are the parties saying?
ActionSA chairperson Michael Beaumont said the party will negotiate with any party, and that it will push for mayor Nasiphi Moya to get "five more years" (IOL). ActionSA's conditions are service delivery, fighting corruption, stability and dealing with illegal immigration (Daily Maverick).
DA leader Geordin Hill-Lewis said the party was already talking to several parties, including the ANC, and would not negotiate through the media (Daily Maverick). The DA's Tshwane candidate, Cilliers Brink, said the test for any deal is whether it can "fix water, to fix electricity, to restore the rule of law" (EWN).
Moya became mayor in October 2024 with 122 votes to Brink's 86, backed by a coalition that included the ANC, ActionSA and EFF (IOL). An analyst told The Star a DA and ActionSA coalition was emerging as an option in Gauteng (The Star).
What happens next?
