Rand West City, the West Rand municipality that covers Randfontein and Westonaria, has a hung council. With all 86 voting districts and all 35 wards counted, the ANC has 24 of the 69 seats, 11 short of the 35 it needs to govern alone (ESP; The People's Register; Rateweb; Counted).

The ANC won 32 seats here in 2021, so it has lost 8 (Counted). On the combined ward and PR ballots it took 32.8%, down 12.5 percentage points from 45.3% five years ago (Counted; Rateweb). Its share of the ward vote alone is 33.0%, down 11.4 percentage points from 44.4% in 2021 (ESP).

The four one-seat parties are AZAPO, the ACDP, the Rand West Peoples Party and the African Transformation Movement. Combined vote shares for the ANC, DA and EFF are from Rateweb, which adds the ward and PR ballots together. The other vote shares and the 2021 seat comparison are from Counted. Seat splits are the IEC allocation shown by The People's Register (dated 8 November 2026, 09:36 SAST) and ESP.

Turnout was about 51.7% of roughly 142,000 registered voters. ESP says the IEC published 52.1% (ESP).

Why does the ANC have no PR seats?

The ANC won 24 of the 35 wards, and the DA won 10. The SACP won the remaining ward (The People's Register; ESP).

Council seats are shared out according to each party's overall vote, and wards a party wins count towards that share. The ANC's vote earned it 24 seats in total, and it already won 24 wards, so it gets no proportional representation (PR) seats. The EFF, the MK Party and ActionSA won no wards, and their 17 seats come entirely from the PR list (The People's Register; Reported: how council seats are calculated).

What would it take to reach 35 seats?

This is seat arithmetic from the IEC allocation, not a prediction of any deal. No coalition had been announced in the sources used here.

The ANC cannot reach 35 with the EFF or the MK Party alone. A government without the ANC would need the next four parties plus at least one of the three-seat parties.

When will Rand West City get a mayor?

The results are still provisional. The IEC plans to announce the final 2026 local election results at 18:00 on Sunday, 8 November, at its results centre in Midrand (eNCA), and seat allocations can still change if objections are upheld (IOL).

Once the council is declared, the municipal manager must call the first council meeting within 14 days, where councillors elect a speaker and mayor (Municipal Structures Act; Reported: what happens in a hung council). Water, electricity and rates billing carry on as normal until then.

How to check your ward result
