The DA is ahead in four of Gauteng's six smaller local councils outside the metros, while the ANC leads narrowly in Merafong City and Rand West City, according to provisional IEC results compiled by The Outlier on Thursday afternoon.

How much has been counted varies a lot. Midvaal and Rand West City are more than three quarters done, but Emfuleni (Vereeniging and Vanderbijlpark) had only 4 of its 168 voting districts in, so its numbers say very little yet.

Will any of these councils be hung?

On these figures, only Midvaal has a party clearly above 50%. In Mogale City, Lesedi, Rand West City and Merafong City no party is near half the vote, so coalitions are likely unless the remaining districts shift the picture. Emfuleni is too early to call.

In the close races, the third-placed parties matter: the EFF has about 8 to 9% in Merafong City and Rand West City, and ActionSA about 9% in Mogale City (The Outlier).

What happens next?

Seats are only shared out once a council's count is complete. If no party has a majority, the new council must still meet within 14 days of results being declared to elect a mayor, as Reported explains in what happens in a hung council. The IEC expects to announce final results around 11 November.
