Why are most winning shares so low?
Most Thembisa wards were three-way fights between the ANC, ActionSA and the DA. Only two candidates passed 50%: the DA in Ward 1 and ActionSA in Ward 14. In Ward 100 the ANC is ahead with less than 29% of the vote (Kempton Express).
A ward councillor only needs the most votes, not a majority, so these leaders win the ward seat if the count holds.
What does Thembisa mean for Ekurhuleni?
Ekurhuleni is heading for a hung council. With 96% of voting districts counted, the DA had 31.2% of the vote and a projected 70 of 224 seats, ahead of the ANC on 50 and ActionSA on 42 (Rateweb, using IEC data).

No party reaches 113, so a coalition will decide the mayor. ActionSA's showing in townships like Thembisa is a big part of why it is a kingmaker in the metro.
