National shutdown over fuel prices: what is being demanded, and how much of R30.25 is tax?
The Concerned Citizens of South Africa (CCSA) has given government 14 days to respond to a demand for a 50% cut in fuel prices, or it says it will stage a three-day national shutdown. Inland 95 petrol rose to R30.25 a litre in October 2026, and the two biggest named levies in that price — the General Fuel Levy and the Road Accident Fund levy — add up to R6.35 a litre before other levies, margins and transport.
That is the short answer. The rest explains what was demanded on Monday 19 October, what can and cannot be cut by simply removing levies, and what to watch before any three-day shutdown.
What is the CCSA demanding?
The CCSA told SABC News it wants a 50% reduction, lower fuel taxes and levies, and a review of the fuel-pricing formula. Its spokesperson Siphiwe Mpungose said reducing petrol to R15 a litre would provide relief, and warned the group would mobilise unions, truck associations and SANTACO for a three-day shutdown with no vehicle movement if government does not respond in 14 days.
BusinessTech reported protests and road disruption on Monday 19 October, including closure of the N12 near Lenasia in both directions, confirmed by the Johannesburg Metro Police Department. Treat road reports as changing through the day and check traffic updates before travelling.
How much is the petrol price now?
Petrol 95 inland reached R30.25 a litre in October. The Department of Mineral and Petroleum Resources announced increases from 7 October 2026: petrol 95 up 333 cents a litre, petrol 93 up 312 cents, and diesel up 284.38 cents (0.05% sulphur) and 324.38 cents (0.005% sulphur).
The department said Brent crude averaged 101 US dollars in the review period, up from 87.89 dollars, citing US/Iran tensions, Strait of Hormuz uncertainty, shipping costs and lower inventories. South Africa imports crude and finished products at international prices, so the local price moves with oil, shipping and the rand.
How much of R30.25 is fuel levy and RAF levy?
The two levies most often named in the shutdown debate are:
| Levy | Amount per litre |
|---|---|
| General Fuel Levy | R4.10 |
| Road Accident Fund levy | R2.25 |
| Subtotal for those two | R6.35 |
Other charges also sit in the pump price, including a carbon levy and customs and excise. The department's fuel price structure explainer lists the full build-up as the Basic Fuel Price (import-parity cost) plus taxes and levies, wholesale and retail margins, transport and other regulated charges. Petrol's retail price is regulated and adjusted monthly, usually on the first Wednesday.
That maths matters for the R15 demand: removing the R6.35 in the two main levies alone would not halve R30.25. A cut to R15 would need a much larger change — to the Basic Fuel Price, other levies and margins, a subsidy, or a different pricing formula — which is why CCSA also demands a formula review.
Why does petrol affect people who do not drive?
Fuel is an input to food and goods transport, taxis and buses. When diesel and petrol rise, transport operators and retailers face higher costs that can pass into shelf prices and fares. CCSA made the same point in its shutdown motivation, arguing households feel fuel prices in groceries even without a car.
What happens in the next 14 days?
On CCSA's own timetable, government has 14 days from 19 October to respond before the threatened three-day shutdown. No government agreement to R15 a litre was reported in the SABC or BusinessTech coverage checked for this article. The next official price step is the monthly adjustment process run by the department through the Central Energy Fund, not a daily change.
What should you do during shutdown protests?
- Check JMPD, provincial traffic and reputable news traffic updates before a trip, especially on freeways named in protest reports.
- Allow extra time, keep fuel and phone charge in reserve, and do not drive through a closed road.
- For exam, work and delivery planning, confirm arrangements with the school, employer or operator on the day — disruption on 19 October was localised and changing, not a blanket national closure.
This article will be updated if government responds to the memorandum or CCSA confirms new shutdown dates.
