Why does this bare majority matter?
With 35 of 69 seats, the ANC can elect the speaker and mayor and pass budgets on its own, but only if its councillors vote together. If one ANC seat were lost, for example through a vacancy or a by-election, it would drop below 35. This is how a bare majority works, not a prediction.
In 2021 the ANC had 45 seats, 10 above the 35-seat threshold (ESP, 2021).
When will the new council sit?
The results are still provisional. The IEC plans to announce the final 2026 local election results at 18:00 on Sunday, 8 November (eNCA), and seat allocations can still change if objections are upheld (IOL).
After the declaration, the municipal manager must call the first council meeting within 14 days, where councillors elect a speaker and mayor (Municipal Structures Act).
