Moody's says SA's mini budget is credit positive. Is an upgrade next?
Moody's says the 2026 mid-term budget is credit positive but kept South Africa at Ba2 with a positive outlook. The numbers behind it and what an upgrade would need.

Moody's Ratings says last week's mid-term budget is good news for South Africa's credit profile. It has not changed the country's rating, which stays at Ba2 with a positive outlook (Reuters via TimesLIVE).
What did Moody's say about the mini budget?
In a report released on Monday, 26 October 2026, Moody's called the Medium-Term Budget Policy Statement (MTBPS) credit positive. It pointed to three things (Reuters via TimesLIVE):
- tighter monetary policy
- government sticking to its plan to cut the deficit, even with higher oil prices
- nominal GDP growth coming in weaker than Treasury assumed in February, which the budget still absorbed
Moody's also said draft laws setting fiscal rules for budgeting and debt are credit positive. Without a binding number in those rules, though, their credibility will depend on government applying them consistently (Reuters via TimesLIVE).
Which budget numbers matter here?
- Deficit: The 2026 consolidated deficit target was cut to 3.9% of GDP from 4%, helped by a R17.1 billion upward revision to tax revenue (Reuters via TimesLIVE).
- Debt: On Moody's own measure, government debt falls to 84.9% of GDP by fiscal 2028, from about 86.8% in fiscal 2025. Moody's says debt has probably peaked (Reuters via TimesLIVE).
- Interest: Debt affordability is still weak. Interest ate up 18.8% of general government revenue in fiscal 2025 (Reuters via TimesLIVE).
Treasury's own figures use a different debt measure. Its MTBPS put debt at 78.4% of GDP in 2025/26, stabilising for the first time in nearly two decades (MTBPS 2026 speech).
What does Ba2 with a positive outlook mean?
Ba2 is two notches below investment grade (Bloomberg). Moody's moved South Africa's outlook to positive from stable on 22 May 2026, citing a rising primary surplus, better debt-service costs and steady reforms (Moody's, May 2026).
A positive outlook does not guarantee an upgrade. Government said in May that South Africa was then the only G20 country on a positive outlook from Moody's (gov.za).
Is a rating upgrade coming?
Not yet. Monday's report came with no rating action (Reuters via TimesLIVE). Moody's vice president Evan Wohlmann told a media briefing that "we could upgrade South Africa's rating if fiscal performance continues to improve" (Moneyweb). That would be South Africa's first Moody's upgrade since 2009 (Moneyweb).
In May, Moody's said the coming election cycle was unlikely to reverse policy, though it could test the pace of reforms (Moody's, May 2026). South Africans vote in local elections on 4 November.
Why does this matter for your money?
A country's credit rating affects what investors charge government to borrow. Moody's said in May that stronger fiscal credibility and a lower inflation target should cut the risk premium investors demand, bringing down government's interest bill (Moody's, May 2026). Every rand spent on interest is a rand not spent on services, which is why the 18.8% figure matters (Reuters via TimesLIVE).
