Did the ANC win an outright majority?

No. "Largest party" is not the same as a majority. The ANC has 29 seats. A majority on this council needs 33. The council is hung, so parties must negotiate a coalition or a minority arrangement before they can elect a mayor (Municipal Structures Act; Reported's hung council explainer).

On the Move is second with 14 seats (1 ward and 13 PR). Together with smaller parties, that leaves several arithmetic paths to 33, but no single partner alone gets the ANC there: ANC plus OTM would be 43; ANC plus EFF would be 36; ANC plus DA would be 35.

How did Mogalakwena vote compared with 2021?

ESP puts the ANC ward ballot share at about 42.5%, down about 21 percentage points from about 63.6% in 2021 for this municipality (ESP Mogalakwena). Rateweb lists the ANC on 42.8% of the vote with the count complete (Rateweb).

In 2021 the ANC held a clear majority with 42 of 64 seats on the same-sized council (ESP 2021 Mogalakwena). On provisional 2026 figures it has dropped to 29 seats and lost every PR seat it previously held on this council.

OTM took about 21.7% of the ward ballot and one ward (Ward 12). The DA won Wards 31 and 32. The other 29 wards went to the ANC on the ESP ward map (ESP Mogalakwena wards).

Where is Mogalakwena and what happens next?

Mogalakwena is a Waterberg District local municipality in Limpopo, centred on Mokopane (formerly Potgietersrus), with municipal code LIM367 (The Outlier; Inkmark LIM367).

The first council meeting must be held within 14 days of the IEC declaring the results. Because no party has 33 seats, parties need a coalition or a minority deal to elect a mayor and pass a budget (Municipal Structures Act; Reported's hung council explainer).

ESP reports turnout of about 47.6% among roughly 163,000 registered voters in Mogalakwena (ESP).

How can I check the final Mogalakwena seats?

Use the IEC results dashboard or the IEC mobile app, and cross-check ESP Mogalakwena, The Outlier and Rateweb. Objection deadlines for ward results have already passed (5pm on 6 November 2026 on the IEC's published timetable); seat allocations can still move if the IEC corrects or formally declares figures.
