Most of the Western Cape's smaller councils have finished counting, and the majority of them are hung, with no party holding more than half the seats. Only Swartland, Bergrivier, Drakenstein and Hessequa have produced an outright DA win so far, according to provisional IEC results compiled by The Outlier.

The IEC said on Thursday that 65% of Western Cape results had been captured and audited, with the City of Cape Town the only municipality still outstanding (IOL).

In Prince Albert, the PA has exactly half the seats, which is one short of a majority. Bitou (Plettenberg Bay) has finished counting with the DA ahead, but its seats had not yet been allocated.

Which councils did a party win outright?

The DA has a majority in Swartland (Malmesbury), Bergrivier (Piketberg), Drakenstein (Paarl) and Hessequa (Riversdale) (The Outlier). Stellenbosch, Mossel Bay, George, Overstrand and Theewaterskloof were still counting.

What happens next in a hung council?

Parties have to agree on a coalition or a minority government. Each new council must hold its first meeting within 14 days of the results being declared, and that is where the mayor and speaker are elected. Reported's hung council explainer sets out the steps.

The IEC said more than 800 complaints had been lodged by Wednesday night, and that objections must go through formal channels such as Section 65 of the Electoral Act (IOL). Final national results are expected around 11 November.

Where can you check your ward?

The IEC results dashboard shows results by municipality and ward, and the IEC results reports page has seat calculations for each council once it is complete.
